The Noctua NH-D14 is still a great air CPU cooler that offers a great performance. The performance difference between the Noctua NH-D14 and the newer NH-D15 is approximately 2 degrees Celsius. It's simpler to install and more reliable. Water cooling would get you a little bit better temps for the noise. For Ryzen 7000 a water cooler probably isn't a bad option, but then neither is a D15 or U12A. If you're going a 7900x or 7950x I would heavily weigh up water cooling. 7600x or 7700x I would probably tend toward high end air cooling
The NH-D15 struggles to keep my i7-13700k under 95c at 260w. Several cores are at 100 and just stays there. I swapped it for a h150i elite 3 fan water cooler. and swapped the fans with arctic p12 PWM, and that manages to keep it at 80 at 260 watts. The D15 simply isn't the beast it once was, but there is a new version of it on the way.

As far as noise is concerned, I see that the Noctua NH-D15 generates 33.6 dBA at max fan speed, which is comparable to the Corsair H100i Elite at 33.9 dBA. The NH-D15S only performs a few degrees worse than the NH-D15. Both are capable of cooling the 12700k. You can always add a 120mm fan instead, as the fan clips are designed for 120mm mounting holes (since the fans included with the cooler are 140mm with 120mm holes). I had similar problem. I had Noctua NH-d15s from 2017 and I needed an AM5 kit upgrade. The NH D15 und NH U12A/S don't use the same mounting kit. Am4 mounting kit should work on am5 MB, I used the NH D15 on a gigabyte master x470 and then a MSI carbon x670. Though on the X670 MB, it already had preinstalled backplate to secure the mounting kit.

Should be more than fine with it. It's one of the best air coolers around so should be great with the appropriate mounting kit. Buy D15 which has 2 fans, and take off the front fan to be the D15S in term of performance and RAM clearance but without better PCIE clearance. 2. Buy D15S which has only 1 fan and better PCIE & RAM clearance out of the box, but get the hassle and extra cost later to get a second fan for it to be the D15 in term of performance.
